Yes it's first aorist because Paul is talking about the stewardship given to him. Everyone is a steward of the things given to them by God.
However, you are deceptively trying to imply that it is the message that was given to him alone, because this is what you want to see, not what scripture is actually saying.
If the message was given to Paul alone in order for Paul alone to fulfill, why didn't he fulfill it? It wasn't Paul who brought the message to the Colossians. oooops
A little oversight on your part. It was probably Epaphras (Col 1:6-7).
Therefore it is not the message given to Paul only, but the stewardship of the gospel in which he understood by revelation, as everyone receives it. Anyone who comes to Christ, receives the gospel by personal revelation, and then they become a steward of the gospel.
