If he crashes into a mailbox, he pays for the mailbox to be fixed, as well as all the inconvenience. Let's say he pays three times what the replacement cost was.

And are speedsters only stopped and processed if harm is done? or no matter what?
I would think that if a guy is spotted driving dangerously, he should be stopped no matter what.

Give him a ride home or something.
