I thought Shabbat began at or near sunset, whatever clock time that may be. Last time I was in Jerusalem that is when the sirens or Jewish music started to blast.

You aren't making sense. You maintain that Shabbat starts at a particular clock time. It simply doesn't. It starts when the sun sets, so the clock time shifts with the seasons. Take a look at a Jewish calendar sometime.
