One must be saved in order to Call upon the name of the Lord! A lost person can't believe the Gospel because to them it is hid 2Cor4:3-4!
You are off-base as to that.
Romans 1:
21. Because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened.
Acts 26:
15. And I said, Who art thou, Lord? And he said, I am Jesus whom thou persecutest.
16. But rise, and stand upon thy feet: for I have appeared unto thee for this purpose, to make thee a minister and a witness both of these things which thou hast seen, and of those things in the which I will appear unto thee;
17. Delivering thee from the people, and from the Gentiles, unto whom now I send thee,
18.
To open their eyes, and to turn them from darkness to light, and from the power of Satan unto God, that they may receive forgiveness of sins, and inheritance among them which are sanctified by faith that is in me.
2 Thessalonians 2:
9. Even him, whose coming is after the working of Satan with all power and signs and lying wonders,
10. And with all deceivableness of unrighteousness in them that perish;
because they received not the love of the truth, that they might be saved.
11. And for this cause God shall send them strong delusion,
that they should believe a lie:
12. That they all might be damned
who believed not the truth, but had pleasure in unrighteousness.
Acts 17:
30. And the times of this ignorance God winked at; but now commandeth all men every where to repent:
31. Because he hath appointed a day, in the which he will judge the world in righteousness by that man whom he hath ordained; whereof he hath given assurance unto all men, in that he hath

2 Cor. 4:
3. But if our gospel be hid, it is hid to them that are lost:
4. In whom the god of this world hath blinded the minds
of them which believe not, lest the light of the glorious gospel of Christ, who is the image of God, should shine unto them.
Rejecting light due to their ignorance, they remained lost. Opening themselves up to the power of darkness.
2 Corinthians 3:
15. But even unto this day, when Moses is read, the vail is upon their heart.
16. Nevertheless when it shall turn to the Lord, the vail shall be taken away.
Romans 10:
16. But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report?
17. So then faith cometh by hearing, and hearing by the word of God.
The opportunity to hear so that one might then exercise faith in what was heard, is given by the Word of God concerning the Lord ...being preached. But it was not obeyed.
As in Israel's case, when their Prophesied Lord not only showed up within their midst, but also, as Prophesied, began to call out a believing remnant - a nation from within their own nation - willing to bring forth that righteousness this Lord: the Christ, was calling on them to bring forth the fruits thereof.
And not only so, but Israel had had the witness of all creation before that!
Romans 10:
18. But I say, Have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world.
19. But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.
20. But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me.
21. But to Israel he saith, All day long I have stretched forth my hands unto a
disobedient and gainsaying people.
That's the problem. That's why the gospel remains hid to the lost. They reject it, and by that, give themselves over to a reprobate mind; a mind eventually incapable of seeing correction; a mind that asserts it alone is right.
