When Jesus said that one must be born again to enter into the kingdom of God John 3:5-7,
He was speaking of His Seed Is. 53:10, His Sheep, the Election of Grace Rom. 11:5 that The Father had Chosen in Union with Him before the foundation of the world Eph. 1:4 to have forgiveness of sins and an Eternal Inheritance Eph. 1:7-11 before the world began.

Christ was made a Surety for them Heb. 7:22 in the Everlasting Covenant whom He would die for in time. All their sins were imputed to Him instead of them Is. 53:6; Rom. 4:8!

The "all" and "we" in the Bible are the "whosoevers" that believe in Jesus.

The Holy Spirit is in the world calling all to come to Christ. You don't have to come to him if you don't want to. You have a choice. Problem is that there are consequences to making the wrong choice.

The Bible clearly and plainly teaches that the Holy Spirit is only given to those who hear and believe the Gospel that justifies the ungodly, Romans 4:5 and reconciles us and the world unto God, 2 Corinthians 5:18, 19.

Hearing and Believing the Gospel are Spiritual attributes that accompany New Birth. It brings their Spiritual Life to Light 2 Tim. 1:10 or makes known, or reveals to them that are the Children of Promise Gal. 4:28, the Chosen Seed Eph. 1:4-5, the Election of Grace before the world began 2 Tim. 1:9.
Jesus Christ, as their Covenant Head and Surety Heb. 7:22 has always been responsible for the Members of His Body Chosen in Union with Him before the foundation of the world. So each one must be Born Again / Born of the Spirit 1 Pet. 1:3, 23 because all their sins were charged to Him in their stead Eph. 1:7; Rom. 4:8.

So each one of them that Christ died for John 10:11, 15 shall walk in Newness of Life Rom. 6:4; shall receive New Spiritual Life / New Birth passively John 3:7.
And there's absolutely nothing anyone does, any action he performs in the flesh whatsoever Rom 8:7-8, that can cause himself to be Born Again!

That is not true. God is not as weak as you seem to believe.
If the Father was calling everyone in the world then everyone would come to Christ. As it is, of those God calls only a few will be chosen at this time. This is a special time and Jesus spoke to people in parables lest they understand and be converted.
God has a plan for salvation and it seems to be a mystery to you.
What are you going to do about the 8,000 Jews that heard and believed the Gospel after Peter preached the Gospel to them? Acts 2:14. Some of which had participated in the crucifixion of Christ, Acts 2:36.
Now, you are going to tell me that those who crucified Christ were the elect, chosen from the foundation of the world.
You are not able to receive truth because you are void of the Holy Spirit.
God's plan of salvation is that you believe on his Son Jesus Christ.
