To justify the bombings of Hiroshima and Nagasaki on the grounds that it stopped a belligerent state from committing more atrocities is to justify every act of terrorism that has ever been committed against the citizens of a violent state. You cannot simultaneously argue that killing Japanese civilians was justified because it got the Japanese government to end its belligerence, and also argue that terrorist acts against American citizens — committed by those who wish to end US aggression against their countries — is wrong. If the devastation wreaked upon Hiroshima and Nagasaki (as well as a multitude of other Japanese cities) are not war crimes, then there is no such thing as a war crime.

God uses ALL nations to facilitate His plan.
Dan 4:17 This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever He will, and setteth up over it the basest of men.
Our Creator's intent is to live on the perfected earth, with His sons and daughters. He created paradise in the beginning, and provided food, and the tree of life to Adam and Eve ..... until they disobeyed. Jehovah/YHVH God cursed Satan, who had tempted them, both Adam and Eve .... and the earth. From that day on humans were barred from entering Eden, which certainly didn't survive the Flood. We are left with a cursed planet, and the harsh reality of mortality.
However, Jehovah/YHVH God has offered HOPE!
RESURRECTION from death, BACK to life .... and that life is eternal, on the renewed earth, with our God, and His son.
But, that is more than 1,000 years in the future.
Jesus must return to this planet, conquer EVERY nation, set up a Kingdom for his God, and begin reigning as the King of the earth, and the High Priest mediating between his God and the people, for 1,000 years.
THEN the great judgment! Which will result in the utter destruction of ALL of the wicked throughout time, including those who were wicked during the 1,000 years, and rewarding those that were counted as righteous during the 1,000 years.
The point of this is, God's plan does NOT expect ANY temporal nation to be "righteous"... and, God uses those nations as He sees fit.
Sometimes God uses the nations to punish His people, like Israel has been punished for almost 2,000 years now!
Sometimes God uses the nations to PROTECT His people, like the destruction of the Nazis, or Imperial Japan, or Saddam Hussein, or any other totally evil empire, that threatened His people.
Life isn't fair ....... yet.
God expects us to have faith that it WILL be fair. So MUCH faith, in fact, that we will sacrifice this mortal life, in faith that He will provide a better one.
The New Testament commands non-violence for Christians..... it does NOT state that the worldly nations will repent/convert from their violent ways, until Jesus teaches them to destroy their weapons, turn them into useful tools, and never "learn war".
Does that mean that Christians are at risk from the violent around them? Absolutely. Perhaps even lose their life, and the lives of their loved ones.
But, that's not the end of Hope.
Dan 12:2-3 Multitudes who sleep in the dust of the earth will awake: some to everlasting life, others to shame and everlasting contempt. 3 Those who are wise will shine like the brightness of the heavens, and those who lead many to righteousness, like the stars for ever and ever.
