They are used interchangeably elsewhere in the Old Testament. One author will use the word created and the next author in the Old Testament refers to the same event using a different word. We do that in English also where we have several words that can be used interchangeably.created and made are not synonymous
In any case it would appear from Genesis 1 31 that evil did not exist at the end of the six day creation week. Everything was very good.
So you think Satan fell prior to that? And then God put Satan in the garden with Adam?

Bonus question: If the Tree of the Knowledge of Good and Evil was created on the third day, and everything that God created on days 1-6 was "good" only (Gen 1:31), then does that mean that the knowledge of evil is good?
