God has chosen to sanctify every sinner who comes to God by faith seeking forgiveness of sins.

1 Peter 1:2

Sinners who are enlightened by the Holy Ghost and yet refuse to believe and obey God will be damned because they rejected the light. Those who reject the light that is given them by the Holy Spirit will be sent strong delusion to believe lies instead of the truth. Bible students who think unsaved sinners are already as deluded at birth as anyone can be fail to see that sinners who reject the light bring on themselves greater darkness because of that rejection, thus proving sinners are not born in total darkness but will enter total darkness if they reject the light.

Only those who believe the Gospel are saved, and those that do not believe it will perish. We have learned that believing the Gospel is the principal evidence that a person is saved, that he has received elucidation from God, and the gift of Faith to believe God’s Truth.

The Lost person cannot believe the Gospel because its being hid from him, he has no knowledge of it. 2 Cor 4:3-4

Its according to scripture since the lost person has the Gospel hidden from them resulting in unbelief 2 Cor 4:3-4

As already stated, hid here is in the perfect tense, the Gospel will be hidden as long as one is in a lost state. And a person is in a lost state until and if they are made alive by grace by newbirth, or quickening.

Of course. All a sinner needs to do is believe on the Lord Jesus Christ to be saved.

Acts 16

30 And brought them out, and said, Sirs, what must I do to be saved?

31 And they said, Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house.

32 And they spake unto him the word of the Lord, and to all that were in his house.

33 And he took them the same hour of the night, and washed their stripes; and was baptized, he and all his, straightway.

34 And when he had brought them into his house, he set meat before them, and rejoiced, believing in God with all his house.
