People who believe that those who engage in immoral behaviors should be given certain "rights" (housing, employment, civil unions, etc.) created Dan Savage. You're one of them (sigh, and GFR7 tried so hard to look like a reasonable person in his first post back from his hiatus from the thread).

"Not only is withholding talk therapy from minors who are seeking help, a violation of individual rights and self-determination, it's also dangerous," Regina Griggs, PFOX executive director, said earlier this month in a statement titled "Therapy Bans Are Child Abuse," after news came out that Oregon's Senate had voted 21-8 in favor of the bill.
"No one should be forced to live with or accept unwanted same-sex attractions when talk therapy is available to help the individual overcome unwanted feelings. Children who have been sexually abused keep the abuse a secret. Through talk therapy, children feel free to confide in a therapist who can walk and talk them through the horror and, in some cases, bring the abuser to justice," Griggs continued, in the statement that was shared with The Christian Post.
"Why would anyone want a child to live in silence about their abuse? Perhaps that's the question for those seeking to deny a child's right to receive help. Our society should allow every child and every person the freedom to live their life in accordance with their personal beliefs and faith."

Not if Josh's parents and the elder's of his church kept Josh away from the police and the prosecutor's until Arkansans' three year statute of limitations ran out and Josh could no longer be prosecuted. No prosecution. No sealed record.
What did exist was a police investigation which was hidden by the political friends of the Duggar's until a copy was obtained through the freedom on information act.
But don't worry, the Springdale Police department has destroyed the report at the order of Judge Stacey Zimmerman. Zimmerman is a personal friend of Jim Bob Duggar and was appointed to her position by Mike Huckabee.

Well according to the now destroyed police report the young pervert Josh was not sent to any sort of counseling but rather they sent him to stay with a family friend.
"Michelle [Duggar] told police, according to the report, “it was not really a training center. Det. [Darrell] Hignite asked if the guy [redacted, Josh] talked to was a certified counselor. She said no. She said it was a guy they know in Little Rock that is remodeling a building. Det. Hignite asked if the guy was more of a mentor. She said “kind of.”"
