What is the definition of a political party? What, specifically, would you ban? Like WoO said, I think people would get around it by forming different groups. It might be worth the try though.

The DNC and RNC have national offices do they not? Close those down for starters. If they would reform underground illegally that would greatly diminish their power. But like I said before it's the people's binary way of thinking that is the problem.
