God was linked to the ten commandments to enforce fear of transgressing these laws. The ten commandments was used in this manner, as a 'not seen' policeman/schoolmaster. The Jews knew that God was 'all knowing/all aware'.
Moses simply used this knowledge to rule the behavior of the Jews by fooling them into believing that the ten commandments were God's laws. In this way the Jews would believe that God will always know if and when they transgress the ten commandments and punishment will invariably follow. This made God the always present and always aware, not seen policeman.
And so, under fear of an all knowing God, the Jews will always obey the ten commandments which were essentially only social and civil laws. Moses simply used God to serve his management of his followers on his (Moses') terms. It was all a sham which Moses perpetrated on the Jews. However it was done with good intention ans for a good purpose.
