I know that He fulfilled the Law and the Prophets, and that He did not come to abolish them.
Jesus never said he had fulfilled the Law and the Prophets.
He said that is what He came to do, and I believe He did.
But that is not what is written. Neither the Torah nor the Prophets have been fulfilled.

For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled.
Don't see what's so hard for some to comprehend.
Are you referring to the economy of time view or the view that the different covenants are different dispensations? Other than this some speak only of the dispensation of the Law and the dispensation of grace. But a dispensation or stewardship is what Paul was entrusted with.
