The word "world" in the Bible means humanity. Such as, "God so loved the world" John 3:16.
The term "world" in John 3:16 means all the other nations as well as Israel. Before Calvary, only the Hebrew nation was favoured, but that was about to change. The "whomsoever " must, therefore, be understood as whosoever from all the nations of the world and not just the nation of Israel.
Messiah was talking to a Pharisee who, along with all his countrymen, were expecting the Messiah to save their nation and their nation alone.
"And, behold, there was a man in Jerusalem, whose name was Simeon; and the same man was just and devout, waiting for the consolation of Israel: and the Holy Ghost was upon him".
"WAITING FOR THE CONSOLATION OF ISRAEL." Not the consolation of the world.
The evangelism has the power to save men out of all nations, but it does not save all men from all nations.
