how do i add comments when adding to someone's reputation? (i'm using the linux version of chrome, if that has anything to do with it.)

When you click the reputation button on a post you should see a pop-up window with a text entry field for comments.

Nope, same provider (Google). Although keep in mind the advertisers change all the time which of course effects the ads that get fed to TOL.

If it's banner, other forum links are allowed because they help TOL pay the bills.

There was an even higher record at one point (I think over 300) but that record got wiped out with our last software upgrade.
