Yet, here we are again back to my original question about you wanting morality legislated: The problem with that would be who's interpretation would dominate? (For the punishment, based on the bible.)

Okay, and you make the person dispensing such punishment into a person who has maimed and/or killed.
I, many many years ago, had the idea that each criminal who maimed, killed and harmed another should have to have the exact same punishment that they had done against their victim.
Then some, who had perpetrated especially heinous crimes would deserve to have each joint in their body amputated... slowly and beginning at the extremities.
Then, one day, I realized that those who dispensed such punishment were forced to be no better than those who were punished and became the same as those punished.

But they, in the OT, were free to make the choice* to be a pervert... to use your words. Otherwise why were there rules about it?
* Though, in most cases it's not a choice... only those who have been set free by the Son have that freedom of making choices. Those in bondage to such desires, don't have the choice... they are not free.

you catch a pedophile in the act of sexually molesting a child
what do you do?

But are you asking exactly what would be done?
I'll tell you what I have done in the past when made aware that a certain person is a pedophile. I tell every parent I come across about them. I don't like talking about people, but it would be my fault if another child was hurt if I didn't inform those who could prevent their child from ever being alone around that person, with the expected consequences.
You may ask why wasn't the person prosecuted? They were, but yet they walked free from imprisonment.

Have a permanent tattoo across the face, upon the arms and another on the back of hands saying: I am a child molester.
Then there is the thought of castration... but the mind of a pervert still exists.
The best thing that should be done with them is to convert them to a born again Christian, but it is God who gives the increase. It is up to God if that would occur.

The number of people killed in Sodom and Gomorrah was not given, so there is no way to know the percent made by 10 people out of the total population.
That is not the important lesson to be learned here. The lesson is that there is a point of no return in behavior that takes one away from one's Creator.
Abraham attempted to negotiate with God and God listened to him.
It was God's intervention that saved Lot and his household. They had to be taken out of a hopelessly sinful environment in order to survive. That is another lesson to be learned here.
