46 Then Paul and Barnabas waxed bold, and said, It was necessary that the word of God should first have been spoken to you: but seeing ye put it from you, and judge yourselves unworthy of everlasting life, lo, we turn to the Gentiles.
Danoh. I see this as speaking on behalf of God. When Paul speaks from his own perspective, he makes it clear he is not speaking on behalf of God. God has not put his people aside yet here in Acts 13. As long as the Jews were his people, it was necessary that any blessing go to them before the gentile. Paul.is attempting to bless them here as he points out that they don't seem themselves worthy of that blessing in verse 46.
