How is Peters sermon in Acts 2 different than Pauls in Acts 13?

In my understanding, Jesus told the Jews they needed to be born again because they believed they were born into God's people. Jesus is fundamentally telling them their being born into (physical) Israel isn’t going to cut it, and they were trusting in that fact.

Luke 3:8 …And do not begin to say to yourselves, ‘We have Abraham as our father.’ For I tell you that out of these stones God can raise up children for Abraham.

That is where Jesus lets them know if they do not obey God, then they are NOT God's children.

To be added to Christ it's not physcial birth but spiritual that counts and we are spiritual Israel.
Gal. 3:29 If you belong to Christ, then you are Abraham’s seed, and heirs according to the promise.

When we are saved, we are washed of our sins by the Holy Spirit, then the Holy Spirit lives in our heart! That is when we are born again of water and Spirit. That is when we are born again.

These people believed and did not recieve the Holy Spirit. When Paul finds out, what does he question? What they were taught? Did they really believe? No, he questions if they were baptized properly. That is the ONLY thing he does. He baptizes them with the correct baptism.

Yes, I know. I understand that passage to mean they didn't receive spiritual gifts. Spiritual gifts are given by the laying on of the apostles hands.

Rom. 1:11 I long to see you so that I may impart to you some spiritual gift to make you strong—

Did the water cleanse him?

Because they were baptized with John's baptism and that was way before Jesus baptized with the Holy Spirit.

During the laying of the foundation, the believers were given gifts of the Holy Spirit. The foundation has been laid and we are not given gifts of the Holy Spirit as those did back then.

What does the passage say he did to wash away his sins?

Washing away your sins is symbolic and is done by water baptism.

Water baptism is symbolic of what should have already happened in our hearts.

Paul prayed and fasted, and no doubt those prayers were of Paul begging for forgiveness.

Paul still had to be water water baptized after being saved, just as Paul was expected to obey Jesus in all other ways after being saved.
