We can. Not this way, but through the faithful preaching of the gospel. Because the Bible is actually postmillennial and not dispensational :)

I've been wanting to read this book for years. It's high up on my to-do list.

I doubt that you'll find it in a public library. You could probably save a few bucks if you were to try and find it on Ebay, although I don't know who would want to get rid of this wealth of information once they own it.
