In the thread Born Again Of The Holy Spirit is where you want me to post.

The following is from a different thread about the verse that you just posted.
Shalom.

No.

The Torah is, according to the English book names, Genesis, Exodus, Leviticus, Numbers, Deuteronomy. From the Hebrew this is Bereishis, Shemos, Vayikra, Bamidbar, Devarim.

Please read Matthew 5:17-20.

Matthew 5:17-20 NASB - "Do not think that I came to abolish the Law or the Prophets; I did not come to abolish but to fulfill. "For truly I say to you, until heaven and earth pass away, not the smallest letter or stroke shall pass from the Law until all is accomplished. "Whoever then annuls one of the least of these commandments, and teaches others to do the same, shall be called least in the kingdom of heaven; but whoever keeps and teaches them, he shall be called great in the kingdom of heaven. "For I say to you that unless your righteousness surpasses that of the scribes and Pharisees, you will not enter the kingdom of heaven.

Here is what you need.

Matthew 5:17-19 NASB - "Do not think that I came to abolish the Law or the Prophets; I did not come to abolish but to fulfill.

Note the use of the word Law in verse 18, and the use of the words commandments and them in regard to these commandments in verse 19. This follows what is said in verse 17 about the Law and the Prophets not being abolished.

You are talking about what the author of Hebrews wrote in reference to Jeremiah 31:31 in Hebrews 8:13.

Jeremiah 31:31 NASB - 31 "Behold, days are coming," declares the LORD, "when I will make a new covenant with the house of Israel and with the house of Judah,

Hebrews 8:13 NASB - 13 When He said, "A new covenant," He has made the first obsolete. But whatever is becoming obsolete and growing old is ready to disappear.

Read Hebrews 8:13 in the context of the entire book of Hebrews. You are right to point this verse out, which involves the use of the word obsolete. God said a new covenant in Jeremiah 31:31. The writer of Hebrews points this out. God was making the first covenant obsolete. The writer of Hebrews says that whatever is becoming obsolete and growing old is ready to disappear.

See Jeremiah 31:31-34 and Hebrews 8:8-12.

Jeremiah 31:31-34 NASB - 31 "Behold, days are coming," declares the LORD, "when I will make a new covenant with the house of Israel and with the house of Judah, 32 not like the covenant which I made with their fathers in the day I took them by the hand to bring them out of the land of Egypt, My covenant which they broke, although I was a husband to them," declares the LORD. 33 "But this is the covenant which I will make with the house of Israel after those days," declares the LORD, "I will put My law within them and on their heart I will write it; and I will be their God, and they shall be My people. 34 "They will not teach again, each man his neighbor and each man his brother, saying, 'Know the LORD,' for they will all know Me, from the least of them to the greatest of them," declares the LORD, "for I will forgive their iniquity, and their sin I will remember no more."

Hebrews 8:8-12 NASB - 8 For finding fault with them, He says, "BEHOLD, DAYS ARE COMING, SAYS THE LORD, WHEN I WILL EFFECT A NEW COVENANT WITH THE HOUSE OF ISRAEL AND WITH THE HOUSE OF JUDAH; 9 NOT LIKE THE COVENANT WHICH I MADE WITH THEIR FATHERS ON THE DAY WHEN I TOOK THEM BY THE HAND TO LEAD THEM OUT OF THE LAND OF EGYPT; FOR THEY DID NOT CONTINUE IN MY COVENANT, AND I DID NOT CARE FOR THEM, SAYS THE LORD. 10 "FOR THIS IS THE COVENANT THAT I WILL MAKE WITH THE HOUSE OF ISRAEL AFTER THOSE DAYS, SAYS THE LORD: I WILL PUT MY LAWS INTO THEIR MINDS, AND I WILL WRITE THEM ON THEIR HEARTS. AND I WILL BE THEIR GOD, AND THEY SHALL BE MY PEOPLE. 11 "AND THEY SHALL NOT TEACH EVERYONE HIS FELLOW CITIZEN, AND EVERYONE HIS BROTHER, SAYING, 'KNOW THE LORD,' FOR ALL WILL KNOW ME, FROM THE LEAST TO THE GREATEST OF THEM. 12 "FOR I WILL BE MERCIFUL TO THEIR INIQUITIES, AND I WILL REMEMBER THEIR SINS NO MORE."

Here is your verse in the NASB and the NKJV if you want to see it in your version or the version that you have been using in your posts, whichever it is, or both.

Hebrews 8:13 NASB - 13 When He said, "A new covenant," He has made the first obsolete. But whatever is becoming obsolete and growing old is ready to disappear.

Hebrews 8:13 NKJV - 13 In that He says, "A new covenant," He has made the first obsolete. Now what is becoming obsolete and growing old is ready to vanish away.

Here is where A new covenant is quoted from, Jeremiah 31:31 or Jeremiah 31:31-34.

Jer 31:31–34 NKJV - 31 “Behold, the days are coming, says the LORD, when I will make a new covenant with the house of Israel and with the house of Judah— 32 “not according to the covenant that I made with their fathers in the day that I took them by the hand to lead them out of the land of Egypt, My covenant which they broke, though I was a husband to them, says the LORD. 33 “But this is the covenant that I will make with the house of Israel after those days, says the LORD: I will put My law in their minds, and write it on their hearts; and I will be their God, and they shall be My people. 34 “No more shall every man teach his neighbor, and every man his brother, saying, ‘Know the LORD,’ for they all shall know Me, from the least of them to the greatest of them, says the LORD. For I will forgive their iniquity, and their sin I will remember no more.”
