By believing the new testament I must believe what the All Scripture of 2 Timothy 3:16-17 is. But the new testament is a testament, a covenant, not the new testament scriptures though I want to believe them.

That doesnt make any sense. The new testament or covenant is scripture. The new testament is all the verses in the new testament.
