That is correct. Scientific evidence like this is always presented in the form of percentages. Nothing is 100%. Even with the successful vaccination protocols with the polio virus, it was not completely irradicated.It is not possible to eradicate measles through vaccination because mathematical analysis has shown that a naïve population of 250,000-500,000 is needed to maintain measles virus (6-8) and the number of people in the U.S. who cannot receive measles vaccination for medical reasons exceeds that number. Read the CDC's guidance on who should not get the measles vaccine to see that we are dealing with numbers far in excess of 500,000.
