A few aspects of what Paul attributes to the apostles also applies to all believers in general, though not his description of the apostles as "ambassadors for Christ" who entreat "you" lay believers "not to receive the grace of God in vain." Catholics don't confess to a priest insofar as that priest is Fr. Joe or Fr. Bob. They confess to that priest insofar as he is alter Christus (another Christ) and acts in persona Christi (in the person of Jesus).
My sins are literally none of the priest's business insofar as he is such and such a guy. My sins are God's business. That is why there is a seal of confession. The priest can't disclose the sins of the penitents because they weren't disclosed to him. They were disclosed to God through him.
God alone forgives. There is mercy only through Jesus. It is Jesus who acts in the sacraments of the Catholic Church. The priest does not forgive because of his own authority. It is Jesus who forgives through him.
