The other root word is 'el', which is used in Hebrew to refer to GOD.
Thus 'Israel' means to struggle with GOD, to be ruled by GOD or to rule with GOD.
Jacob surrendered to God in order to be ruled by God, thus began the early stages of the theocracy of the nation of Israel.
Paul never uses the term 'Israel' to refer to the church which is the Body of Christ, which is a new creation distinct from national Israel and composed of believers from all nations(including Israel) without rank. Jew and gentile are equal in the BOC. Before the formation of the BOC, Israel was the privileged nation.
Paul is not saying that just any man is a Jew inwardly, but that a true Jew is a Jew that is one inwardly by the circumcision of the heart reflecting GOD's desire for Israel.

The term 'Jew' in Ro 2 is referring to the same 'Jew' as in Ro 3, those to whom GOD gave the oracles.
