Yes, and there is evidence that the NT writers used the Tetragrammaton. They certainly did when quoting from the OT, though the majority of translations do not honor that obvious fact. Jesus and his disciples would not have refused to speak the name of God. That was a silly superstition of the Jews that went into effect long after Moses and the other OT writers.
