Let's look at the context.
The speaker just brought the historical work of God from the patriarchal phase to the mediator phase to the monarchical phase of God's kingdom and then the sending out of the prophets to the idolatrous kings and priests of Israel before goin into Babylon.
The leaders of Israel ignored Jeremiah and Hosea and listened to the false prophets of their days revolting against Babylon instead of submitting to Nebacadnezzar, they rejected the Holy Spirit working thru these prophets.
Now, the leaders of Pharisaic Judaism are equally guilty of rejecting the Holy Spirit in Yeshua in Mt12.
“Ye stiffnecked and uncircumcised in heart and ears, ye do always resist the Holy Spirit: as your fathers did, so do ye. Which of the prophets did not your fathers persecute? and they killed them that showed before of the coming of the Righteous One; of whom ye have now become betrayers and murderers; ye who received the law as it was ordained by angels, and kept it not.”
