What qualifications does someone need in order to win the fluff award?

and
it won't be easy to answer it since I believe it is evolving for a number of reasons
the easy quick answer would be the complete opposite of a truthsmacker
or
someone who is non-confrontational
the reason it is evolving
is
many posters who are really nice would like to get it
and
it is a nice way to end the award thread which can get acrimonious
the original purpose was to come up with an award for arthur who continued to whine about not getting one
and
it was a way to mock him
