Yes. But generally people use it to denote that a person is using "sophistry" to be evasive. And then sometimes people just mistake detail for "sophistry" used to be evasive.

The way I look at it is if a person is being deceitful with things I can see and understand, then they will probably do the same thing with things outside my scope of vision or understanding.
