He's responsible for downplaying it and contradicting himself on it as well as handling it badly but that doesn't make him responsible for every single death. Where it comes to safety protocols then these were globally initiated because of the effectiveness in reducing the flow of transmission, as per the data that supported such measures and has been borne out.
