It's worse than that. The government willfully misreported the homeless/jobless rates for 8 years. The media, which is meant to be our watchdog, was apparently asleep.

My experience is that Japanese government's welfare system is very good.
It is so good that people can abuse it easily.

$10k to a rich person is the coins they find in their couch. To a poor person it is starving or eating. Just imagine how many people could be feed if Trump didn’t golf nearly every weekend and those millions went to feed the children? Well, golf is more important and he needs the tax break. The plan to cut taxes which will benefit the rich is a larger scheme to cause such a large deficit that will kill both Medicare and Social Security. Just like Republicans are undermining the ACA by defunding exchanges.

Perhaps you spent 8 years not reading the MSM articles. I found a number of CNN articles from when Obama was president about the homeless with little ease. One of Michelle Obama’s regular efforts was to call attention to homeless vets.
You might be noticing it more because the right is doing what they can to impoverish more. Embarrassing them over not renewing the CHIP program seems to be working. You have to call these guys out who don’t believe in helping the underprivileged especially vets, and children. Trump has talked about “helping” those who are addicted to opioids which big pharm did a lot to create, but when it comes to helping those parts of society he turns a blind eye. He is famous for bragging about his charity and then never follows through. It is like those people Jesus condemn who make much ado in public.
