The use of infrastructure (which is the government's responsibility to manage, one of the few things it DOES have the authority to control) is controlled by the government. If the government says drive on the roght side, and not the left, doing the opposite where prohibited should result in punishment if caught.
Driving tests are to ensure the proficiency of drivers. Government officials who mandate a dangerous vaccine while refusing to do serious testing on its potential hazardous side effects are extremely unwise.
