How does anyone come to Christ? The ordinary means is by the hearing of the gospel preached. Why preach? Because God commanded it. You see the command is to stir up the faithful such that they bring about the means (preaching) by which God regenerates His children. We do not know who the children of God are beforehand so the command to go into all nations, etc., is to see to it these persons come to hear the good news and be converted.
God's eternal decree includes all the means required to effect the actuality of that decree. In other words, God decrees the ends as well as the means to the ends.
Yes, the Reformed have thought this through by careful study of Holy Writ.
