Ruth was called a moabite because that was where she lived but she was an Israelite.

Esau produced children of the flesh.

Jacob's seed produced the children of the promise.

Yes that is the quote. Do you understand it? After the resurrection we know Paul was commissioned to take the Gospel to the Gentiles and He says...
Acts 13:45-47:
5 When the Jews saw the crowds, they were filled with jealousy. They began to contradict what Paul was saying and heaped abuse on him.
46 Then Paul and Barnabas answered them boldly: “We had to speak the word of God to you first. Since you reject it and do not consider yourselves worthy of eternal life, we now turn to the Gentiles. 47 For this is what the Lord has commanded us:
“‘I have made you a light for the Gentiles,
that you may bring salvation to the ends of the earth.’”

Romans 1:15-16:
16 For I am not ashamed of the gospel, because it is the power of God that brings salvation to everyone who believes: first to the Jew, then to the Gentile.
