There were Israelites besides just the descendants of the tribe of Judah in that nation. Not only were there Israelites from the tribe of Benjamin, there were many Israelites from the tribe of Levi, and there a small amount of Israelites from the other 10 tribes.
These Israelites were called "Jews".
The Israelites that did not live in Judah were never called Jews.
