For one it is not speaking to the B O C !
It is not speaking of the old covenant !
It does speak about the New Covenant in Eze 36:25 --38 and verse Christ is going to Christ wil Sprinkle clean with water and ye shall be clean .
sounds like water baptism ?

The Israelites had to believe that the prophet Ezekiel was telling them the word of God.
But the op is about being " born again " is that talking about people today ?
or is it speaking to gentiles of today ?
or is it speaking Jews of the old covenant ??
or is it speaking to those of the new covenant ?

I would say Yes. They have a lot of work to do. Right now they are fighting to save/keep their land. NT says there will come a day when the the Israelites will come to believe in Christ and the time gentiles will come to an end.
I say that the New Covenant has not yet in operation !
The Body of Christ has yet to be taken to be resurrected and taken to heaven and go to heaven and govern God's universeand govern angels , 1 Cor 6:2 and 3and then the 7 year tribulation will begin .
