If parliament had voted yes, they could do it anyway. the home secretary would need order it, and if he had sense he would say no.

Parliament had to debate it because it is our law. If you get 100,000 signatures supporting an online petition on the govt website, the law states parliament must debate it.
But if you look at the discussion that took place, it was really just a few lefty and muslim mps pushing for it. No one else thought much of it. There wasn't even any motion put forward to be voted on; it was simply a parliamentary discussion. What will happen is that if these silly motions crop up too often, they will change the law to raise the threshold.

It was also for refusing to sanction communist Cuba.
And far worse, for actually aiding and abetting Communist terrorists inside Canada,
by making a deal with them after they murdered Laport the Cabinet Minister,
and providing money and means to escape to Cuba rather than face justice inside
Canadian prisons.
Trudeau was in fact a socialist and extreme liberal,
imposing the current 'Multiculturalism' which was really a plan to
