Not necessarily.



At best it means vagrant.

But the context of what I was talking about doesn't necessitate it meaning "vagrant."

"If a man does not work, he shall not eat."

Or, to use a clearer wording:

"If someone is not willing to work, he should not eat.

A bum describes that person perfectly, not as a "vagrant," but as "a lazy or worthless person."
