I see a simple solution when Trump gets in. Use executive orders and fire every single one of them. In fact I suspect the solution that Musk might have for a lot of this is to task every single department in the federal government with a 20% staff reduction each year. With a mandatory focus initially on administrative, managerial and higher positions.
