I wanted to make an addendum to what I wrote above because, it is a bit more involved than I elaborated. It is true that Strategic Air Command was rolled into USAF Space Command in 1992 which would have happened under George Bush Sr. however, the formation of USAF Space Command was an extension of a larger entity of the Department Of Defense called United States Space Command which was formed in 1985. Really, the formation of a separate branch of the military to encompass all of the space based assets isn't a new idea we are just seeing it finally come to fruition as our footprint in space expands.
