You might say, "Oh, the Roman empire is evil. It shouldn't have the death penalty. They'll probably kill Christians." They probably will!
Just like a father who's raising his child will probably teach his child to disrespect God. But that doesn't mean you rob him of the right to be a father or you kidnap his child. Our God is a God who risks. He's a God who risks. He's given us life with the free will to love Him or hate Him. And we have children who can grow up to love or hate us. And God has allowed us to establish nations who can love or hate God and kill or protect their citizens. And so we need to take that whole picture into account before we start to say, "I don't trust my government so let's cripple the government because I don't trust it."
