Could California do this unilaterally, or would it require congressional approval? a constitutional amendment?
April 20, 1863 - President Abraham Lincoln issues a proclamation that West Virginia will become the thirty-fifth state in the Union on June 20, 1863.

Speaking as a native Californian: NO!
I'm not currently a resident of Cali, but over the course of my life I have lived within in the boundaries of each of the three proposed (sub)states.
I can empathize with the more rural areas that are competing with highly populated regions of the state for resources.
I understand that, but the rural areas also disproportionally benefit from the tax monies collected from the coastal urban areas.
I would think that to be all the more incentive for the high density populated regions to break away from those that disproportionately benefit.
Many of the urban coastal voters know they're paying taxes for the greater good of the population, particularly those most in need of social safety nets, monies for infrastructure, subsidies, etc. Many of the libertarian/conservative rural voters will vote against anything that raises taxes, and then spend time complaining about the coastal liberals.

Sure. It is likely to reduce their influence in elections. Northern and Southern Cali do not march in lock step so who knows. Could be interesting. New flags and all.
The diminished influence in the election is exactly why I wouldn't want to see Cali split up. Too. Many. Red. States.

By that measure we would have to cede California, along with the rest of the continent, back to the First Nations. :think:
