Heb 6:17
Wherein God, willing more abundantly to shew unto the heirs of promise the immutability of his counsel, confirmed it by an oath:
This has to do with the Promise of Eternal Life Titus 1:1-2
Paul, a servant of God, and an apostle of Jesus Christ, according to the faith of God's elect, and the acknowledging of the truth which is after godliness;
2 In hope of eternal life, which God, that cannot lie, promised before the world began;
Salvation/Eternal Life was never to be for everyone, but for a Chosen People, for them as an Inheritance.
Titus 3:7
7 That being justified by his grace, we should be made heirs according to the hope of eternal life.
Believers, even before becoming believers, and why they do become believers, were Joint Heirs with Christ who is the Head Represenative Heir of the World

2 Hath in these last days spoken unto us by his Son, whom he hath appointed heir of all things, by whom also he made the worlds;
And the Heirs of Promise were made Joint Heirs with Christ, constituting them Heirs of God Rom 8:17
And if children, then heirs; heirs of God, and joint-heirs with Christ; if so be that we suffer with him, that we may be also glorified together.
