sinner and saint aren't used interchangeably in the bible. if someone is born again they are a saint not a sinner.

You can be a sinner all you want. But Jesus Christ came to call the sinner to repentance. Paul was a follower of Christ not ungodly. It's not unreasonable to look at oneself honestly when coming to God. He viewed himself properly, the worst of the worst.
There are saved sinners and there are lost sinners.
Any one that fails to keep God's Holy Law is a sinner. Paul saw himself as a sinner or it would not be there.
Sin is the transgression of the law. We all transgress God's law and are all sinners.
Jesus Christ kept all the law perfectly for all those chosen in Him to have remission of sins Eph. 1:4-7, even before they do anything!

Only in that text of Mat.23:13-33 Jesus was proved to be a sinner for breaking the Golden Rule 15 times.The Golden Rule states, not to do unto others what we would not like they did unto ourselves. Yes, 15 times Jesus cursed the Jewish authorities with being hypocrites and brood of vipers. Would have Jesus liked to be addressed as a hypocrite and brood of vipers? I don't think so. And mind you that the Golden Rule covers the whole second part of the Decalogue. Serious transgressions right there, mind you! Another time was when he armed himself with a whip and caused financial and physical damages to the money changers in the front area of the Temple when they had the authorization of the High Priest. Besides, if Jesus was a charismatic man, he could have solved that problem with a stern glance of his eyes without having to apply to violence.

In order for Jesus to be the savior of the whole world he would have had to fulfill God's holy law for everyone, which he did and then he would have had to atone for everyones sins, which he did.

This world is made up of the People Christ shall Save from their sins Mat. 1:21 because they were chosen in Him to have forgiveness of sins Eph. 1:7; Rom. 4:7-8.
