If you actually read the story, I think you'll find that the form of government ruling the area was actually a form of monarchy (despotism) which overrode a weak republic...
If you actually read the story, I think you'll find that Pilate had total authority to decide the fate of Christ and was getting ready to release Him when he decided to turn the decision over to the mob (ie. democracy).
