I don't know your reason for saying this.

The question about audience is whether it is Jews, those who are of Israel, Gentiles, Greeks, or the church the body of Messiah the body of Christ. Is it people who became believers whether Jew or Gentile and if Gentile then learned about the Law of Moses and the festivals but Paul wanted to share with them how salvation is not according to the Law (was it Jews or Gentiles?)? Were they Jewish converts from among the Gentiles or were they Jews living among the Gentiles? Were the things Paul speaks of here Jewish or according to the Law of Moses or something different? Are the festivals only for those who are Jewish?

Galatians 1:16 NASB - to reveal His Son in me so that I might preach Him among the Gentiles, I did not immediately consult with flesh and blood,

Galatians 2:2 NASB - It was because of a revelation that I went up; and I submitted to them the gospel which I preach among the Gentiles, but I did so in private to those who were of reputation, for fear that I might be running, or had run, in vain.

The New Covenant is for believers in Christ, regardless if they are Jews or Gentiles. If one is in Jesus, He has shed the blood of His New Covenant for them. As for the Jews, prophetically, a remnant has been saved, is being saved, will be saved until He returns on the clouds of glory. In other words, all those who come to Christ are part of His New Covenant regardless of their ethic bloodline, nation, or culture. The people of God are those who are in Christ Jesus.

The Law written on the hearts, according to Jer 31 is the New Covenant, not the Mosaic Law. That covenant was also for the Gentiles, as prophesied and as shown by the writers of the NT.
