To the extent that God exists and that we humble ourselves before Him and recognize His authority, and to the extent that we are willing to learn what He wrote for us in His word, I would say yes.
As to whether the Holy Spirit does or does not directly influences someone to say something in that He controls people, no, God is not in the business of mind control, He does not violate man's will.
I agree.
God CAN certainly bring thoughts to people's minds, but He currently does not speak out loud or quietly directly to any specific person.
Out loud that others may hear? I agree with that as well.
But, that still small voice, that peace that passes all understanding, most certainly is there.
Romans 8:26 Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered.
"Go, speak, pray, give, be silent...." Those urgings that are outside of self, and often quite surprising. He is able.
