Not sure if you're aware of this, but cleaning is part of any branch of the military's soldier's duty as a soldier.
I GUARANTEE YOU that they're glad to not be cleaning the latrine or bunks for the hundredth time, instead being out and cleaning up the city.
All it does is highlight that they weren't actually needed.
You seem to have missed the part where they were cleaning up the city.
Meaning it's dirty.
Meaning whoever was running things wasn't keeping it clean.
It's now clean, thanks to the soldiers' efforts.

If that means a president who owns and makes a profit off of at least one golf course (which facilities generally have very nice grass), makes such an offer, I'd say he's at least qualified enough to come to the table to propose a solution or two, regardless of what you personally think of him.
