How many letters are there in Hebrew?

I see 22, 23, and 25, as possible answers. I do not know if a dagesh for the Kaf would result in a new letter name. My understanding is that it would not. This makes 25 names, though my Hebrew text has 23 names. There are 2 letters that are silent letters. All the letters in Hebrew are consonants. Vowels are different from letters in Hebrew.
