according to His own Purpose and Grace before the world began 2 Tim. 1:9; upon whom He chose to have Mercy Titus 3:5!

There is no scripture anywhere in the Bible that says God has predestinated someone to heaven or to hell.
God's sovereignty is subject to his holy Just, righteous nature.
