However, they are forbidden to own or have access to the Bible. Would it suffice for them to rely totally on the Holy Spirit in order to be an obedient Christian?

So faith comes from hearing, and hearing through the word of Christ. (or the word about Christ) - Romans 10:17 ESV

Trust but verify.
