The left is raising an old false alarm by claiming republicans are looking at slashing social security and Medicare as if those programs are entitlements just like food stamps, SSI payments, or even reparations to blacks for slavery. However, there is a difference between government payments from insurance programs funded by deductions from the wages of workers and payments from the Treasury that are not backed by wage deductions of workers.
Leftists lie by falsely claiming republicans only mean to cut social security and Medicare when they talk of reworking entitlement payments. What republicans want is to balance the budget and cut back overblown socialist entitlement programs that are nothing more than redistribution of wealth schemes (non-insurance-based programs.)

The insurance based programs, which cdnstitute the major portion of entitlement spending, include social security, unemployment insurance, and Medicare. These programs benefit persons and their families who-have contributed or on whose behalf contributions have been made. Benefits are paid without regard to the income or wealth of the family unit to which the recipient belongs. Government staff retirement programs will not be covered by our testimony but are being studied by others. By contrast, the needs-based programs are directed primarily at low-income persons and families whose eligibility is determined by the amount of income, assests, and other circumstances, and not on prior tax payments. The needs-based programs include Medicaid, Aid to Families with Dependent Children, Supplemental Security Income, Food Stamps, Child Nutrition, and Social Services.
